Is Mangu Cash registered and operating legally?

The Short Answer

This is complicated. Let me give you both sides.

What the company says: Mangu Cash is operated by Volantis Company Limited and has a physical office at Nakawa Business Park in Kampala . They claim to follow privacy laws and have published a privacy policy on their website .

What the government says: The State Minister for Finance told Parliament that Mangu Cash and similar apps are operating illegally. In response to the Deputy Speaker's complaint, Minister Henry Musasizi stated: "What they are doing is illegal. Regulated money lenders operate without these problems. The challenge lies with these unregistered and unscrupulous actors" .

The Bank of Uganda has confirmed receiving multiple complaints about Mangu Cash and is currently investigating the company .

Your Rights as a Borrower (Uganda)

Under Ugandan law, you have certain rights when borrowing money:

Right 1: The Right to Clear Terms

You have the right to know, before you borrow, exactly how much you will receive, how much you must pay back, when you must pay, and what interest rate you are being charged. Mangu Cash states the following terms for their loans:

  • Loan amounts: UGX 60,000 to UGX 900,000 (some sources say up to UGX 400,000) 
  • Loan terms: 91 to 365 days 
  • Interest rate (APR): Minimum 15% — Maximum 35% 

Right 2: The Right to Privacy

Under Uganda's Data Protection and Privacy Act, 2019, any person collecting your data must inform you about what data is being collected, why it is needed, and who will have access to it. The act requires that "a data collector, data process, or data controller shall not collect, process, or hold personal data in a manner that infringes on the privacy of a data subject" .

Right 3: The Right to Be Free from Harassment

Uganda has recently passed legislation limiting interest rates charged by informal money lenders to 2.8% per month . The same law likely addresses abusive collection practices, though enforcement remains a challenge.

Right 4: The Right to Report Violations

You have the right to file complaints with:

  • The Bank of Uganda (financial regulator)
  • Uganda Communications Commission (UCC)
  • The Police (for harassment or threats)

Step-by-Step Action Before Using Mangu Cash

  • Step 1: Understand that Mangu Cash is under investigation by the Bank of Uganda. The government has called their operations illegal .
  • Step 2: Read their privacy policy carefully. They admit: "when you download mangucash, we will ask you to scan your financial SMS and other information to verify your identity and reputation" .
  • Step 3: Understand the real cost. A loan with 30% APR over 180 days gives this example: Borrow UGX 160,000, pay back UGX 184,000 total .
  • Step 4: Ask yourself: Can you really afford to repay? If you borrow UGX 60,000 at 15% APR, you owe UGX 69,000 after one year.
  • Step 5: Know that if you default, the company may call everyone in your contact list. This is not speculation. This has been documented repeatedly .
